In the middle of the Neman River, at Tilsit, Prussia, on July 7, 1807, Napoleon met Tsar Alexander I to sign a treaty of short-lived alliance. Tilsit has been Russian since 1945. Now in Kaliningrad oblast, the city name is Sovetsk.   
In Vienna, on June 4, 1961, President John Kennedy met Soviet Premier Nikita Khrushchev, seven weeks after the defeat of the US-directed invasion of Cuba at the Bay of Pigs, and sixteen months before the Cuban missile crisis.
